The Rural City of Murray Bridge is investigating after a high number of complaints have been raised by ratepayers about dumped hard waste on footpaths.
An internal report has identified a number of incidents of large items being left outside of homes at the end of lease agreements, among other factors.
Council is rolling out an educational campaign to tackle the issue, letting households know they are entitled to one free kerbside hard waste collection or a tip pass each year.
